SCL Values
There are eleven values available to categorize spam, as outlined in the following table.

-1 | Reserved by Microsoft® Exchange Server 2003 for messages submitted internally. A value of -1 should not be overwritten because it is this value that is used to eliminate false positives for internally-submitted e-mail. |

For those experienced a weird "exchange attitude" if Anti Spam features are enabled...
ReplyDeleteEx. We had a domain sending us emails with a new "signature" in the main body that pointed to a pdf file link!
No matter the fact that domain was added in whitelist the Exchanged was giving a false positive and all email from these senders still ended up in 'JUNK Folder'.
Go to your Exchnage console and create initially in 'Receipient Configuration' a new 'Mail Contact' with external address as '*@thatdomainname.com' so to cover all emails!
Then go to your Hub Transport (under Organization Configuration) and create a new 'Transport Rule' ... Emails from the new mail contact sent to internal users mark SCL to 0. You can also add the word or phrase that causes the problem in the main email body as per Example below ...
