As we experienced that emails sometimes when forwarded were missing the attachment, I would like to share my finding and troubleshooting:
1. Older and newer OS have no problem to forward the attachments. By default policy on BES atachments are not "skipped". Size could be due to your email server policy but not to your BB if nothing has been changed.
2. BBs have basis the OS to simply "forward" or "forward as". By default the forward is simply forward all including the attachemts.
3. BBs by default setup wont download full message for speed purposes and upon openning will download as needed the rest of the body. Attachments need to downloaded in full to be viewed.
4. BES does not support multimple users under single mailbox! BIS and BES users that connect to their single mailbox should not have any problem on downloading or forwarding email/attachments.
BUT in case your setup is: Single mailbox emails forwarded to a distribution list (other BB email accounts) due to need of being able to receive and view that mailbox emails AS LONG AS your IT administration has a policy to cleanup the BB mailboxes on specific hours/days then any messages residing in your BB prior that date/time WONT BE ABLE to be forwarded with their attachments!
Recap: If an automated cleaning mailbox policy exists for your mailbox(es) on your mail server, or message has been deleted from your mailbox, then you wont be able to forward the atchments from an older message residing in your BB.
