In case you have to fix the SQL Express Error during and install of Backup Exec 2012 or to fix a suspended SQL Express installation instance by doing a REPAIR of the SQL Express installation (Add/Remove Programs and CHANGE for the repair) then you propably run into this erros while your repair is asking for a msi file...
"... the feature you are trying to use is on a network resource that is unavailable"
The reason is probably you are trying to use the files from a diff SP (service pack). Your initial install, if made for example with SQL Express SP3 and you have upgraded to SP4, trust that possibly the repair file needed resides on the SP3 and not the SP4!.
Dowload the official srv pack from MS, run it, and it will create a temp extract folder on the root of the drive where its located!
Dont proceed on this one, but just have your repair installation to point to the extracted setup directory and it will continue and finish fine!
You can now close the temp SP install.
