How to fix it: Window 8 - 8.1 - 7: Drive Letter not assigned automatically to USB or External drive.

Start cmd.exe as administrator.

Type: diskpart and press enter

at diskpart prompt....
DISKPART> automount enable
and again press enter.

to disable again ...
DISKPART> automount disable
